In response to unauthorized deputations, the General Administration Department has reinforced the need for adherence to established guidelines and the timely submission of deputation proposals.In recent directives, the LG Administration has directed Administrative Secretaries to take action regarding the extended stays of employees in certain locations and the unauthorized deputation of officers outside Jammu and Kashmir.Employees in different departments have been found to remain at the same post for several years, contrary to official policy.
This policy specifies a minimum tenure of two years and a maximum of three years for government employees in a single post. Despite these clear guidelines, some government employees continue to overstay in their positions without transfer, raising concerns.Administrative Secretaries have been instructed to promptly relocate employees who have been stationed at one place for over five years.
They are also required to report the actions taken to the General Administration Department for review by the Competent Authority.Furthermore, the government has noticed violations of guidelines regarding deputation of officers outside the Union Territory. Departments have been deputing officers without prior consultation or appraisal from the competent authority and seeking post-facto approval.
To address this, a circular has been issued reiterating the need for submission of deputation proposals well in advance for approval.Administrative Secretaries have been advised to strictly follow these instructions and refrain from seeking post-facto approval. There are comprehensive guidelines already in place for obtaining approval for temporary assignments, including personal visits, training, and official purposes, outside the country or Union Territory.
This move by the LG Administration aims to ensure adherence to policies and guidelines, promote transparency in administrative actions, and prevent the stagnation of employees in specific posts while facilitating efficient use of human resources.
