    ULFA’s Pro-Talks Faction Set to Sign Peace Agreement with Centre and Assam Government

    The pro-talks faction of the United Liberation Front of Asom (ULFA) is expected to finalize a peace agreement with the Centre and the Assam government on Friday. A 30-member delegation representing ULFA’s pro-talks wing arrived in Delhi on Tuesday in anticipation of the peace negotiations. This delegation comprises 16 ULFA members and 14 representatives from civil society.

    Anup Chetia, the general secretary of ULFA, informed ANI that the delegation reached the national capital on December 26. The signing of the agreement with the Union Government and the Assam Government is scheduled for Friday evening.

    Formed in April 1979, ULFA emerged in response to protests against undocumented immigrants from Bangladesh. In February 2011, the group split into two factions, with the Arabinda Rajkhowa-led section renouncing violence and opting for unconditional talks with the government. However, Paresh Baruah, leading the other ULFA-Independent faction, remains opposed to negotiations.

    The pro-talks faction’s primary demands include constitutional and political reforms safeguarding Assam’s indigenous population and their resources, particularly concerning land rights. In April, the Union government presented a draft agreement to this faction, following earlier discussions held in Delhi in August.

    Since the delegation’s arrival in Delhi, discussions with relevant Central government officials have been ongoing in preparation for the imminent signing of the peace accord.

    Over the past three years, the Union government has successfully negotiated peace agreements with various insurgent outfits in Assam, such as the Bodo, Dimasa, Karbi, and Adivasi groups. Once the agreement with the ULFA pro-talks faction is finalized, the banned ULFA-Independent will stand as the sole major insurgent group in the state.
