
CS orders completion of HT/LT line undergrounding for Amarnath Yatra
Chief Secretary Atal Dulloo has directed the Power Development Department (PDD) to expedite the undergrounding of HT/LT lines and instructed the Jal Shakti Department to complete the anti-freezing pipeline system before the commencement of the annual Amarnath Yatra. Chairing the 14th High-Level Committee (HLC) meeting of the Shri Amarnath Ji Shrine Board (SASB), he also emphasised the need for a comprehensive traffic plan to prevent congestion and ensure smooth movement for commuters.
The Chief Secretary further urged the Police Department to deploy adequate personnel along the yatra route for security and facilitation of pilgrims. Stressing on timely preparedness, he directed all line departments, including PWD, RDD, H&UDD, BRO, and telecommunication authorities, to finalise tenders and procurement processes within the coming month to avoid last-minute delays.
Deputy Commissioners of Anantnag and Ganderbal were instructed to mark disaster-prone areas along the pilgrimage route to prevent any facilities from being set up in vulnerable zones. The Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R) department was tasked with drafting standard operating procedures (SOPs) for a safe pilgrimage experience.
Ensuring seamless coordination, Dulloo called for each department to appoint a nodal officer to oversee the implementation of arrangements. He reviewed budget allocations for infrastructure development and directed concerned officials to ensure power, water, sanitation, and health services are fully operational before the yatra begins.
Other key directives included the deployment of sufficient medical staff at base hospitals and along the route. The Health Department was asked to expedite the recruitment of additional personnel as per standard practice. Additionally, the Indian Meteorological Department (IMD) was instructed to provide daily weather updates to registered pilgrims.

Sanitation efforts by the Rural Development Department (RDD) and Housing & Urban Development Department (H&UDD) were also discussed, with officials directed to install an adequate number of toilets, baths, and dustbins across campsites and along the yatra route. The provision of uninterrupted water supply and proper waste disposal mechanisms was also emphasised.
Departments such as Food, Civil Supplies & Consumer Affairs (FCS&CA), Transport, Information Technology, Forest, and BSNL were asked to enhance their service capacity with robust contingency plans in place. The installation of lights, water tanks, generators, public address systems, and communication towers at designated locations was also made a priority.

CEO SASB, Dr. Mandeep Kumar Bhandari, briefed the meeting on past arrangements and outlined areas for improvement. He provided updates on BRO’s efforts to upgrade yatra tracks and ensure a reliable power and water supply for devotees. Other topics discussed included disaster mitigation measures, prepaid hiring systems, camp capacities, and registration processes for labourers and ponies.

Divisional administrations assured that comprehensive arrangements would be in place, covering power and water supply, health services, mobile connectivity, fire safety, shelter provisions, and deployment of SDRF/NDRF personnel. Officials confirmed that all facilities required for the pilgrimage would be created as per standard protocol while incorporating improvements based on past experiences.
