Evolution of Village Defence Groups
The Ministry of Home Affairs (MHA) annual report for 2022-23 highlights the evolution of Village Defence Groups. Initially known as Village Defence Committees (VDCs), these groups were conceived during the 1965 and 1971 wars to counter Pakistani infiltration and espionage. In 2020, these committees transformed into Village Defence Groups (VDGs).
Village Defence Guards: The Backbone
Under this transformation, members of the VDGs, now referred to as Village Defence Guards, receive monetary compensation for their services. In more vulnerable areas, they earn Rs 4,500 per month, while others receive a uniform rate of Rs 4,000 per month. This shift in structure and remuneration has bolstered their commitment to safeguarding their communities.
Special Police Officers: Pillars of Security
Simultaneously, Special Police Officers (SPOs) have played a pivotal role in augmenting security efforts in the region. Introduced in 1995, the concept behind SPOs was to engage the local population in the fight against terrorism, enhancing both self-protection and collaboration with law enforcement agencies.
Enhanced Remuneration for SPOs
Recognizing the invaluable contributions of SPOs, the MHA report notes that their remuneration has been substantially increased. SPOs with varying levels of experience now receive monthly compensation ranging from Rs 6,000 to Rs 18,000. This incentive structure acknowledges their dedication and fosters continued commitment.
