
Kashmir Health Department Collects Over Rs1.5 Lac in Fines from Violators in 2023
The health department in Kashmir has been actively enforcing tobacco control measures, resulting in fines amounting to over Rs1.5 lac rupees from violators in 2023. Dr. Mushtaq Ahmad Rather, the Director of Health in Kashmir, addressed the media during a one-day Media sensitization workshop under the national tobacco control programme. In this workshop, he highlighted the importance of creating a tobacco-free environment and the need for public support to achieve this goal.
Promoting a Tobacco-Free Environment as a Public Health Imperative
Dr. Rather stressed that promoting a tobacco-free environment is not only a legal requirement but also a critical public health imperative. He underlined the detrimental effects of smoking, not only in public places but also within homes. Research conducted in collaboration with the Social Welfare Department revealed alarming statistics. Out of 70,000 people surveyed, 50,000 were found to be users of intravenous drugs, and many of these drug users had a history of smoking, including minors. This underscores the interconnectedness of tobacco use and substance abuse, necessitating a comprehensive approach to address both issues.

Addressing Substance Abuse with Additional Treatment Facilities
To combat the rising concern of substance abuse, especially among the youth, additional treatment facilities (ATF) centers have been established in every district of the valley. These centers play a crucial role in providing necessary support and intervention to those in need. They offer a holistic approach to tackle addiction and promote healthier lifestyles.
Dr. Rather’s remarks shed light on the importance of not only implementing tobacco control measures but also addressing the root causes of substance abuse. The fines collected from violators reflect the commitment of the Kashmir Health Department in creating a healthier and tobacco-free environment for the people of the region.
