Amit-Shah Set to Present Government of UT (Amendment) and J&K Reorganization (Second Amendment) Bills in Rajya Sabha

Union Home Minister Amit Shah is slated to introduce the Government of Union Territories (Amendment) Bill, 2023, for consideration and approval in the Rajya Sabha.The proposed legislation aims to allocate 33 percent of seats in the Jammu and Kashmir and Puducherry Assemblies for women.

Having already received approval in the Lok Sabha the previous week, the bill is now set for discussion in the upper house.In addition to this, the Home Minister will also present the Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023, which seeks amendments to the Jammu and Kashmir Reorganisation Act, 2019.

The Lower House granted approval for this bill on December 12.Meanwhile, Union Finance Minister Nirmala Sitharaman is scheduled to present the Appropriation Bill, 2023, in the Rajya Sabha. This bill is intended to authorize the payment and allocation of specific additional sums from the Consolidated Fund of India for the fiscal year 2023-24.

The bill, previously passed by the Lok Sabha, will undergo consideration and approval in the upper house.Furthermore, Minister Sitharaman will introduce the Appropriation (No.4) Bill, 2023, in the Rajya Sabha. This bill aims to authorize the allocation of funds from the Consolidated Fund of India to cover expenses incurred on certain services during the fiscal year ending on March 31, 2021, exceeding the amounts granted for those services and that year.

Similar to the Appropriation Bill, this legislation has already been approved by the Lok Sabha and will now proceed for consideration and return in the Rajya Sabha.Simultaneously, there is heightened concern among opposition Members of Parliament (MPs) following a security breach in Parliament.

Notably, two individuals with gas canisters entered the Lok Sabha from the visitors’ gallery, prompting opposition MPs to demand a statement from Union Home Minister Amit Shah. Four individuals, including two protestors outside Parliament, were subsequently taken into custody by the Delhi Police Special Cell.

In response to the security breach, Congress Lok Sabha MP Manish Tewari has submitted an Adjournment Motion notice to address the incident. Additionally, Congress President Mallikarjun Kharge reiterated the party’s call for Home Minister Shah to make a statement in the House, criticizing the government for obstructing parliamentary proceedings.

The opposition MPs have sought discussion on the breach, emphasizing its gravity in the context of democratic values.
