    India’s Collaborative Effort to Improve Logistics Performance Index Ranking

    A comprehensive meeting involving 11 ministries and departments was held to strategize on enhancing India’s Logistics Performance Index (LPI) ranking. The meeting, chaired by Special Secretary (Logistics), Sumita Dawra, from the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, focused on evaluating and improving performance across six LPI parameters: customs, infrastructure, ease of arranging shipments, quality of logistics services, tracking and tracing, and timeliness.

    Targeted Action Plans for Logistics Improvement

    The meeting emphasized the importance of a targeted action plan to boost the logistics efficiency of the country, which in turn would improve India’s ranking in the World Bank LPI. Stakeholder Ministries/Departments presented their action plans and best practices during the meeting.

    Key Initiatives by Various Ministries

    • Land Ports Authority of India (LPAI): Implementation of the Land Port Management System (LPMS) was highlighted by Vivek Verma, reducing cross-border movement dwell time from 57 days to less than 24 hours.
    • Ministry of Railways (MoR): Manoj Gangeya discussed initiatives like 100% electrification of tracks, increased CAPEX, and dedicated freight corridors to improve freight transport speed and volume.
    • Air Cargo Logistics: Ajay Kumar, CEO of AAI Cargo Logistics and Allied Services Company Limited (AAICLAS), spoke about capacity building at airports, including a new facility in Kolkata and an air cargo village in Delhi.
    • Port Efficiency Measures: Rituraj Mishra, Deputy Secretary (Ports), mentioned initiatives like automation of weighbridges, improved scanning facilities, and streamlined processes at ports.
    • Customs Initiatives: R Ananth from CBIC highlighted the upcoming launch of a Custom Revenue Control Laboratories (CRCL) in Guwahati.

    Coordinated Efforts and Communication Strategy

    The Special Secretary stressed the need for Ministries/Departments to share their action plans, initiatives, and best practices systematically. This approach is expected to enhance stakeholder perception of India’s logistics sector and positively impact the objective-based assessment in LPI calculation by the World Bank.

    The meeting involved key stakeholders, including Land Ports Authority of India (LPAI), Civil Aviation, Railways, Port Shipping and Waterways (MoPSW), Coal, Civil Aviation (MOCA), CBIC, Steel, Department of Commerce, Directorate General of Foreign Trade (DGFT), and National Industrial Corridor Development Corporation Limited (NICDC).

    This meeting represents a significant step toward improving India’s logistics infrastructure and performance, crucial for enhancing the country’s overall economic competitiveness and efficiency.
