    The Union Education Ministry has introduced comprehensive guidelines for coaching centres to safeguard the well-being of students. These guidelines emphasize age restrictions, transparent practices, and the mental health of students.

    Age Restrictions and Transparent Practices

    Under the new guidelines, coaching centres cannot enroll students below 16 years of age and are prohibited from making misleading promises, guaranteeing ranks, or ensuring good marks. Additionally, coaching centres are mandated to register with the government, with existing centres required to re-register within three months.

    Penalties for Violations

    The guidelines stipulate penalties for violations, with fines ranging from Rs. 25,000 for the first offense to Rs. 1 lakh for a second violation. Subsequent breaches may result in the revocation of registration. The guidelines also set educational qualifications for tutors, requiring a minimum of a graduation degree, and prohibit the hiring of tutors convicted of offenses involving moral turpitude.

    Focus on Student Mental Well-being

    Addressing concerns of rising student suicides, high fees, and mental pressure, the guidelines stress the importance of mental well-being. Coaching centres are encouraged to establish a counselling system, provide information about psychologists and counsellors, and appoint trained counsellors for student support. Classes should be conducted without undue pressure, and mechanisms for immediate intervention in distressing situations must be in place.

    Transparent Communication and Fee Refund

    Coaching centres are required to maintain updated websites with details of tutor qualifications, courses, duration, hostel facilities, and fees. The guidelines ensure transparent communication by prohibiting misleading promises in advertisements. In cases of student withdrawals, coaching centres must refund a portion of the fees on a pro-rata basis within 10 days.
