MHA Directs States to Ensure Dignity of Paper Flags During National Events
In preparation for Republic Day, the Ministry of Home Affairs (MHA) has issued a circular directing all states and Union territories to ensure that paper flags are not discarded or thrown on the ground during significant national, cultural, and sports events. The circular underscores the importance of preserving the dignity of paper flags, emphasizing that the Indian National Flag symbolizes the hopes and aspirations of the nation.
The MHA’s directive addresses a perceived lack of awareness among individuals and organizations regarding laws, practices, and conventions related to the display of the National Flag. According to the circular, paper flags used by the public during important events should not be discarded on the ground. Instead, individuals are urged to dispose of them privately, consistent with the dignity of the flag.
The circular refers to clause (x) of Paragraph 2.2 of Part-II of the Flag Code of India, allowing the waving of paper flags by the public on occasions of significant national, cultural, and sports events.
In addition to the directive, the MHA has requested states and Union territories to conduct mass awareness programs to educate the public on the proper handling and disposal of paper flags. The circular emphasizes the need for widespread publicity through advertisements in electronic and print media to enhance awareness of the respectful treatment of the National Flag made of paper.
