Jammu and Kashmir Police Chief Dilbag Singh Highlights Positive Trends
In a significant update on the state of security in Jammu and Kashmir, retiring Director General of Police, Dilbag Singh, claimed that the graph of terrorism in the region has been on the decline over the past five years. Speaking at an event to launch the second phase of Operational Capability Augmentation of Police Stations (OCAP), Singh reported zero collateral damage and no law-and-order incidents in the union territory.
A Safer Jammu and Kashmir
Dilbag Singh emphasized the achievements in maintaining security. He stated, “We are proud of the fact that in the last five years, there has been zero collateral damage during the course of actions. It is a matter of immense happiness. Law-and-order incidents have also come down to zero.” He went on to express his pride in the fact that there have been no civilian casualties in police actions during this time.
Singh believes that Jammu and Kashmir is emerging from a dark era of terrorism. He highlighted that the graph of terrorism has significantly decreased and expressed a desire to see it drop to zero.

Operational Capability Augmentation of Police Stations (OCAP)
To work toward achieving this goal, Singh mentioned a new plan: OCAP of police stations. This initiative identified 43 police stations where terrorist incidents were more prevalent compared to others. In the first phase, 21 police stations received OCAP support, and the second phase expanded the coverage to 22 more.Providing an overview of the security situation, Singh reported that so far in the current year, there have been 30 terrorist incidents in Jammu and Kashmir.
In the areas covered by the first phase of OCAP, 17 police stations remained entirely terror-free, while only four reported four terror incidents, all of which occurred in the initial two months of the year. These four police stations also have been terror-free for the last eight months.Similarly, in the 22 police stations targeted in the second phase of OCAP, only three incidents have occurred, all in the Anantnag district.
The remaining 19 stations have remained terror-free for the last 12 months.Stronger Security Measures
Dilbag Singh emphasized that OCAP is a mission for the police to strengthen security in the region. He stressed that these teams, known as peace and stability teams, will enhance the capabilities of police stations, ensuring peace and safety in the region.While the security situation has improved, Singh noted that the adversary is still active, citing instances of infiltration and border encounters. Maintaining vigilance is crucial for the safety and security of the people.
