Global Concerns Raised at WTO Over India’s Import Restrictions
In a recent meeting of the World Trade Organisation (WTO), several countries including the US, China, South Korea, and Taiwan expressed concerns over India’s decision to impose import restrictions on laptops and computers. The discussion took place during the WTO’s Committee on Market Access chaired by Renata Crisaldo of Paraguay on October 16 in Geneva.
US Expresses Concerns
The United States, in particular, voiced its apprehension over the impact these restrictions would have on trade, especially for US exports to India once they come into effect. The US also mentioned that the decision was creating uncertainty for exporters and downstream users.
India’s Import Restrictions
India’s move to impose import restrictions on various IT hardware products, including laptops, personal computers, and microcomputers, aims to boost domestic manufacturing and reduce imports, especially from countries like China. These restrictions are set to become effective from November 1. However, Commerce Secretary Sunil Barthwal clarified that India would not require import licenses but would monitor inbound shipments.
Korea Seeks Clarifications
South Korea raised concerns that India’s proposed measures appeared inconsistent with WTO rules and might create unnecessary trade barriers. They requested India to reconsider the implementation of these measures and provide detailed information about the timeline of their implementation.
Significant Imports by India
India imports a substantial amount of these IT goods every year, totaling around $7-8 billion. For example, the country imported laptops and personal computers worth $5.33 billion in 2022-23, compared to $7.37 billion in the previous year.
The concerns expressed at the WTO meeting highlight the global impact of India’s import restrictions and the need for dialogue and clarification to ensure compliance with international trade rules.
