The Joint Electricity Regulatory Commission (JERC) for the Union Territories of Jammu and Kashmir (JK) and Ladakh has recently released comprehensive guidelines aimed at streamlining the load forecasts, resource plans, and power procurement processes. In a significant move, these regulations are set to govern the Jammu and Kashmir Power Corporation Ltd (JKPCL) and all distribution licensees operating within the territories of the UT of Jammu & Kashmir and the UT of Ladakh.
Strategic Power Procurement Planning for Five Years
One pivotal aspect of these guidelines emphasizes the necessity for distribution licensees, in collaboration with JKPCL, to devise a power procurement plan spanning a period of five years. This plan is expected to be crafted with careful consideration of the electricity demand within the respective areas of supply. The regulations specify that the plan should encompass a mix of long-term, medium-term, and short-term sources of power purchase, aligned with the prevailing demand–supply dynamics.

The power procurement plan, as outlined by the JERC, serves as a comprehensive framework for long-term forecasting of power demand, energy requirements, and supply positions. It also highlights the imperative need for developing agreements with various sources, including state-owned and new generation sources, central sector plants, independent power producers (IPP), captive power plants, power trading companies, and other potential sources contributing to the power market.
Transparent Approval Process and Technical Validation
To ensure transparency and accountability, the distribution licensee, in consultation with JKPCL, is required to submit the power procurement plan for multi-year control periods. This submission should include all necessary supporting documents and forms an integral part of the business plan. During the examination phase, the Commission reserves the right to request additional information and data, aiming to scrutinize the power procurement plan thoroughly. The notification emphasizes that the licensee should be prepared to demonstrate the methodology employed in power procurement forecasting during technical validation.
