No Transfer Within Same Constituency for Officers Completing 3 Years: ECI
In preparation for the upcoming Lok Sabha election, the Election Commission of India (ECI) announced robust measures to maintain a level playing field. The ECI has directed state governments to ensure that officers completing three years in a district are not transferred within the same parliamentary constituency. This move comes in response to concerns about officers being transferred to adjacent districts within the same constituency, potentially affecting the electoral landscape.
Closing Loopholes: EC Directs Stricter Adherence to Transfer Policy
The Election Commission, citing instances like the Mumbai municipal corporation commissioner completing three years in the same post, aims to close existing loopholes. The directive emphasizes that officers transferred out of a district should not be posted within the same parliamentary constituency, except for states or union territories with up to two constituencies. The directive is applicable retrospectively to ensure compliance with the spirit and letter of the transfer policy.
Zero-Tolerance: ECI’s Unwavering Stand on Electoral Neutrality
The ECI reaffirms its zero-tolerance policy against any actions that might disturb the level playing field during elections. This includes the transfer of officers associated with election work directly or in supervisory roles. The commission’s stringent measures extend to past transfers, ensuring that the directive is applied uniformly. The move aligns with the ECI’s commitment to upholding the integrity of the electoral process and ensuring fair and impartial elections.
This step is part of a broader effort by the Election Commission to maintain transparency, fairness, and neutrality in the electoral arena, setting the stage for a smooth and unbiased Lok Sabha election.
