FCIK Urges-Overhaul of J-K Industries Department for Enhanced Support and Collaboration
The Federation of Chambers of Industries Kashmir (FCIK) has issued a call for a substantial overhaul of the Industries and Commerce (I&C) department, urging Chief Secretary Atal Dulloo to ensure the department aligns with the vision, mission, and core values outlined in the industrial growth and development program in Jammu and Kashmir.
Leading a delegation during a formal meeting at the civil secretariat in Srinagar, FCIK President Shahid Kamili emphasized the need for the department to play the roles of facilitators, sponsors, promoters, and collaborators, as originally envisioned. Expressing concerns about the recent regulatory emphasis of the department rather than a supportive role, Kamili noted, “Over the past many years, instead of handholding enterprises, various wings of the department have acted more as regulators.”
One critical issue highlighted by FCIK was the staff shortages at all levels within the department. Kamili stressed the urgency of filling vacant positions, particularly pointing out that General Manager DIC positions were assigned to other officers as additional assignments, exacerbating the situation.
During the presentation on the status of the existing industry, FCIK demanded the appointment of officers with the necessary vision and dynamism for a promotional department. Kamili reiterated, “Officers posted here must have the vision and dynamism required for running a promotional department.” FCIK’s concerns extended to the existing industrial policy, proposing a unified, comprehensive policy with simplified guidelines to alleviate confusion among officers and entrepreneurs.
Addressing public procurement, FCIK drew attention to the Central Government’s Public Procurement Policy, seeking intervention to ensure the due share of local enterprises. Kamili highlighted the prolonged denial of local enterprises’ fair share and urged Chief Secretary Atal Dulloo to implement the guidelines.
Opposing the merger of SICOP and SIDCO into a single IDC, FCIK argued that both corporations were established with distinct objectives crucial for the industry. They emphasized the need to reinforce both entities for MSME support.
FCIK submitted a comprehensive document outlining their demands, covering issues such as delayed payments, industry revival, and amnesty. President Kamili stated, “We have submitted a comprehensive document with our charter of demands.”
In response, Chief Secretary Atal Dulloo assured FCIK that all genuine grievances would be addressed in a time-bound manner shortly.
