B2V Set-to-Propel Year-Round Village Development: Lieutenant Governor’s Commitment
Empowering Dalits and Adivasis: A Year-round Commitment
Lieutenant Governor Manoj Sinha declared that although the Back 2 Village initiative officially concluded on November 16, its impact will persist throughout the year. He emphasized that this sustained effort aims to bring about positive changes and foster development in villages, particularly focusing on the empowerment of Dalits and Adivasis. Speaking during the monthly ‘Awaam Ki Awaaz’ Radio Address, Sinha highlighted the success of the Back to Village 5 program, conducted from November 7-16, covering all 4291 Panchayats to address local issues and assess previous deliverables.
Equal Opportunities Across Sectors
Sinha asserted that the Back 2 Village campaign, executed in all 4291 Panchayats, yielded encouraging results across various sectors such as education, health, and agriculture. He emphasized that the program’s broader objective is to create a renewed emphasis on social and economic empowerment within the Union Territory, ensuring that all sections of society receive equal opportunities.

The Lieutenant Governor underscored his administration’s commitment to a renewed focus on the social and economic empowerment of villages in the Union Territory. Sinha outlined the program’s goal: to induce a paradigm shift in the rural socio-economic system, making villages pivotal to the development of Jammu and Kashmir. The recently concluded fifth phase of the B2V program on November 16 marked the culmination of a ten-day endeavor.
Janbhagidari: A Key to Overcoming Challenges
Sinha emphasized the importance of ‘janbhagidari’ (public participation) as a key element in addressing challenges. He encouraged mutual cooperation as a permanent feature in the developmental journey of villages, aligning with the ideals of Babasaheb Bhimrao Ambedkar. Sinha acknowledged the progress achieved in the last nine years under Prime Minister Narendra Modi’s leadership, with 13.5 crore people moving out of multi-dimensional poverty.
In his address, Sinha refrained from explicitly mentioning the abrogation of Article 370 but highlighted the substantial development and new opportunities witnessed in Jammu and Kashmir over the last four years. He attributed this progress to the collective efforts of the people.
