The Government of Prime Minister Narendra Modi has made an unexpected move by convening a special session of the Parliament. While the government has not yet disclosed the purpose behind this special session, speculation is rife regarding the potential topics that could be discussed.
Possible Bills for Discussion
Among the bills that are being rumored to be on the agenda for the special session, three stand out prominently:
- One Nation One Election: The “One Nation One Election” bill has been a long-discussed proposal aimed at synchronizing all elections in India. It’s been a significant election promise of the BJP, and its discussion in the special session could signify a critical step toward its implementation.
- Uniform Civil Code (UCC): The Uniform Civil Code, another BJP election promise, could finally see the light of day during this session. The UCC aims to establish a single set of laws for all Indian citizens, regardless of their religion. This could be a strategic move by Modi to consolidate political support ahead of the 2024 general elections.
- Women’s Reservation Bill: The Women’s Reservation Bill, which calls for 33% reservation for women in Parliament, has been in political limbo for years. Passing this bill could not only win support from the female electorate but also catch political rivals by surprise.
Historical Context
The Women’s Reservation Bill was first introduced in 2008 by the United Progressive Alliance government. While it passed in the Rajya Sabha with overwhelming support in 2010, it was never considered in the Lok Sabha and lapsed with the dissolution of the 15th Lok Sabha. Opposition parties at that time demanded 33% reservation for backward groups within the women’s quota.
Other Speculations
There is also speculation that the special session might be convened to celebrate India’s recent moon landing and the upcoming hosting of the annual G-20 summit.
Limited History of Special Sessions
This special session marks only the seventh such occurrence in India’s parliamentary history. Previous special sessions have been held for various significant reasons, including marking India’s independence, wartime situations like the India-China conflict in 1962, and important anniversaries like the silver jubilee of independence in 1972. In 2017, a joint midnight session was held to launch the Goods and Services Tax (GST).
Unprecedented Duration
What sets this special session apart is its duration. Previous special sessions lasted for no more than two days. The September 2023 session is scheduled for five days, signaling the government’s intent for in-depth discussions and deliberations.

While speculation is rife, the government is yet to officially announce the topics and objectives for this special session. As the country awaits further details, the political landscape remains abuzz with anticipation and curiosity.
