Shahid Iqbal Spearheads Development of 85 Model Tribal Villages
Developmental Progress for Tribal Welfare
Secretary, Tribal Affairs, and CEO Mission Youth, Dr. Shahid Iqbal Choudhary, in collaboration with Deputy Commissioner, Rajouri, Vikas Kundal, recently conducted a comprehensive review of various developmental projects aimed at the welfare of tribal communities. The meeting focused on the roadmap for implementing new schemes and projects in tribal villages. Joining them were key officials, including Director, Tribal Affairs, Mushir Ahmed Mirza, Director of TRI, Mukhtar Ahmed, Joint Director Planning, Shama un Ahmed, Dy Director Dr. Abdul Khabir, Addl DC, Superintending Engineer PWD, ExEns of PWD, JPDCL, Ground Water Division, DFO, DSHO, CEO, and other district and sectoral officers, who all presented updates on the progress of various schemes.
Empowerment and Development for Tribal Populations
Secretary Dr. Shahid Iqbal Choudhary underscored the UT government’s commitment to empowering, supporting, and developing tribal populations. This commitment is evident through the statutory and fiscal policies introduced over the past three years, particularly in the areas of infrastructure, migration, forest rights, and education. He emphasized the need for outcome-based planning to enhance community development, with a focus on vital infrastructure improvements in education, connectivity, and essential services.

Transforming Tribal Villages: A Collective Effort
Dr. Shahid Iqbal Choudhary called for coordinated efforts to uplift 85 villages with significant tribal populations. Both the Central and UT Governments have allocated funding for these villages, with 32 of them already receiving funds. The Secretary also urged officers to take effective measures to revamp education infrastructure, for which the department has already allocated funds. Deputy Commissioner Vikas Kundal provided insights into various initiatives across sectors, including the construction of hostels, transit accommodations, model village development, and animal/sheep husbandry.
Modernization and Infrastructure Development
The tribal affairs department has approved four new hostels with a cumulative project cost of Rs 18 Crores in Sunderbani, Nowshera, Budhal (New), and Khwas. Additionally, two transit accommodations are being constructed at Kesri Hill and Thanamandi, catering to the migratory population at a cost of Rs 7 Crores. The district administration has adopted a roadmap for substantial improvements in educational facilities and infrastructure.
An outlay of Rs 32 Crores has been sanctioned for the development of 85 villages, aiming to modernize them comprehensively.In line with the capital expenditure plan of the tribal affairs department, more than 30 villages will receive potable drinking water facilities, infrastructure development in 37 villages, the establishment of dairy and sheep units, smart classrooms, community halls, and various infrastructure projects for the benefit of the community.
Furthermore, Secretary Dr. Shahid Iqbal Choudhary stressed the importance of all departments formulating a Tribal Sub Plan in their budgets, following the Government of India guidelines. This ensures that funds proportionate to the tribal population are allocated, a prerequisite for the release of additional grants.
