
In Jammu and Kashmir, Elimination of Recruitment Waiting Lists Announced
Recruitment Rules Overhauled
In a momentous development, the Jammu & Kashmir government has taken a decisive step towards streamlining its recruitment process. The provision of preparing waiting lists for recruitment to government services, which has long been a standard practice, is now a thing of the past. On a significant Tuesday, the rules mandating recruiting agencies to create waiting lists for filling dropout vacancies after each job test were officially repealed.
GAD’s Game-Changing Move
The General Administration Department (GAD) spearheaded this transformation by issuing three separate notifications. These notifications effectively eliminated the requirement for recruiting agencies like the Public Service Commission and Services Selection Board to prepare a waitlist in addition to the select list. Traditionally, alongside the select list, a waitlist was meticulously crafted by recruiting agencies. The primary objective behind curating this waitlist was to consider candidates on it for “drop-out” vacancies.

Revoking Key Rules
As per these groundbreaking notifications, the Jammu & Kashmir government has rescinded the following key rules:
- Rule 7 of Jammu & Kashmir Appointment to Class IVth (Special Recruitment) Rules-2020
- Sub-rule (7) of Rule 14 of The Jammu & Kashmir Civil Services Decentralisation and Recruitment Rules-2020
- Proviso first to Sub-rule (1) of Rule 16 of The Jammu & Kashmir Combined Competitive Examination Rules-2018
A Paradigm Shift in Recruitment Practices
This shift in recruitment practices signifies a significant departure from the conventional waiting list system. The move is poised to streamline the recruitment process and enhance efficiency. Instead of maintaining waiting lists that often lead to administrative complexities and delays, the focus will now be on the select list, ensuring a more agile and responsive recruitment process.
