Government Initiates Process to Resolve Salary Issue for 1000 Employees
The Union Territory of Jammu and Kashmir has recently encountered a pressing issue concerning the initial appointment orders of approximately 1000 employees from various government departments. This discrepancy has led to their salaries being withheld. Among those affected are two Judges of the Subordinate Judiciary, IFS officers, and JKAS officers. To address this matter, the government has taken steps to rectify the situation and ensure that these employees receive their rightful compensation.
Administrative Secretaries Tasked with Ensuring Resolution
The government has swiftly responded to the issue by directing the relevant Administrative Secretaries to take action. They have been instructed to provide the necessary information and recommendations within 15 days. This information will be subject to scrutiny by a high-level committee tasked with resolving the situation and ensuring that affected employees receive their salaries without further delay.The J&K Human Resource Management System (JKHRMS)The J&K Human Resource Management System (JKHRMS) was inaugurated on October 18, 2022, by Chief Secretary Dr. Arun Kumar Mehta. This system offers a unified platform for employees, granting them access to essential service-related details. These include information regarding postings, promotions, monthly salary slips, income tax remittances, GPF statements, and SLI subscriptions. The JKHRMS plays a crucial role in the resolution of the salary issue, as it is instrumental in verifying the employment status of the affected personnel.

Critical Documentation Required
The General Administration Department has communicated the importance of specific documents to establish the authenticity of employees’ initial appointment orders. These documents include an authenticated first page of the service book with relevant entries, recommendations from SSB/PSC, entries in muster rolls or allied records related to wage payments before regularization, references to appointments in records, initial appointment entries in pay acquaintance rolls and allied records, and references from the Archives Department. The provision of these documents is vital to confirm the legitimacy of the employees’ claims and resolve the salary issue.
Committee for Verification and Recommendations
A committee, headed by the Principal Secretary to the Government, Finance Department, will oversee the scrutiny and verification of service book entries for the affected employees. Once the genuineness and accuracy of the records are established, the committee will make appropriate recommendations to the respective Administrative Departments. This process will lead to the release of the employees’ salaries. The committee will also consider cases where the genuineness of service records cannot be confirmed beyond reasonable doubt
