Three J-K Secretariat Officers Appointed as Under Secretaries in Stop-Gap Arrangement

Srinagar, June 18, 2025 — In a recent administrative move, the Government of Jammu and Kashmir has issued a stop-gap arrangement under which three Section Officers of the J&K Secretariat (Subordinate) Service have been appointed as Under Secretaries to the Government.

According to Government Order No. 734–JK(GAD) of 2025, dated 18th June 2025, the officers have been temporarily elevated to the Under Secretary cadre include; Vinod Kumar Pandita, Rajesh Kumar Sapolia, and
Salochina Koul.

The appointments have been made in their own pay and grade, along with the applicable charge allowance as per rules. The tenure of the arrangement will last for a period of six months, or until the regular vacancies in the Gazetted Service-I (Under Secretaries cadre) are filled on the recommendations of the Departmental Promotion Committee/Public Service Commission (DPC/PSC)—whichever is earlier.

However, the order clearly states that this temporary placement does not entitle the officers to any preferential right for permanent promotion as Under Secretaries. Their future consideration for permanent promotion will be subject to standard procedures and any pending litigation, if applicable.

As per the directive, the officers will continue to serve at their existing places of posting until further orders are issued.
