India Calls for International Cooperation to Address Weapons of Mass Destruction

Expressing concerns over the potential dangers associated with weapons of mass destruction (WMD), India has made a significant call for international cooperation to address this pressing issue. During a thematic debate on ‘Other Weapons of Mass Destruction’ at the United Nations General Assembly, India’s Permanent Ambassador, Ruchira Kamboj, emphasized the need to strengthen global efforts in tackling the proliferation of WMDs.

India’s Ongoing Commitment to Non-Proliferation

Kamboj stressed India’s profound concern about the risks posed by WMDs falling into the hands of terrorists and non-state actors. To address this, India maintains a robust domestic legislative framework, backed by an active national export control system, which is consistent with international standards. Furthermore, India amended its Act in 2022 to prohibit the financing of prohibited activities related to WMDs.

Kamboj underlined the importance of the 1540 Committee in supporting member states’ efforts to prevent WMD access by non-state actors. India actively participates in export control regimes like the MTCR, Wassenaar, and the Australia Group, with India serving as the Plenary Chair of the Wassenaar Arrangement in 2023.

India’s Commitment to Global Non-Proliferation Efforts

India has a strong commitment to the Chemical Weapons Convention (CWC) and supports its full, effective, and non-discriminatory implementation and universalization. India commended the destruction of declared stockpiles of chemical weapons under OPCW verification in July, asserting that the use of chemical weapons under any circumstances cannot be justified. Kamboj stressed the need to preserve the impartiality and integrity of the OPCW.

India’s substantial chemical industry reflects its dedication to upholding the CWC’s objectives through international cooperation, assistance, and regular OPCW inspections. India also welcomed the establishment of the ChemTech Centre, fostering collaboration among stakeholders in the global chemical industry.

Kamboj reiterated India’s commitment to the Biological Weapons Convention (BWC) and called for the negotiation of a comprehensive, legally binding Protocol that includes an effective, universal, and non-discriminatory verification mechanism. India also called for the institutionally strengthening of the BWC through the review of developments in science and technology and fostering international cooperation.

India, recognizing the dangers of WMD proliferation by terrorists and non-state actors, tabled a UNGA Resolution titled “Measures to prevent terrorists from acquiring WMDs.” Kamboj urged Member States to support international efforts and strengthen national measures to prevent WMD acquisition by these groups.

In conclusion, India’s commitment to global non-proliferation efforts remains steadfast, as it actively engages in international cooperation to address the threats associated with weapons of mass destruction.
