Biden Signs Historic Resolve Tibet Act to Address Tibetan Rights

US President Joe Biden on Friday signed “The Resolve Tibet Act,” mandating that China’s occupation of Tibet be resolved peacefully according to international law. The Act, formally known as the Promoting a Resolution to the Tibet-China Dispute Act, calls on China to resume direct, unconditional dialogue with the Dalai Lama or his representatives to negotiate a settlement.

The Resolve Tibet Act underscores the US policy that the Tibet issue must be settled peacefully, through dialogue without preconditions. Tencho Gyatso, President of the International Campaign for Tibet, remarked, “The Resolve Tibet Act cuts to the heart of China’s brutal treatment of the Tibetan people.”

The bill acknowledges Tibetans as possessing their own religious, cultural, linguistic, and historical identity, recognizing China’s suppression of the Tibetan way of life. The Dalai Lama has long advocated for genuine autonomy for the Tibetan people, consistent with international law’s support for self-determination. House Foreign Affairs Committee Chairman Michael McCaul (R-TX) expressed hope that the new law would help empower the Tibetan people to determine their future.

The Act promotes a resolution to the Tibet-China dispute, counters Chinese disinformation about Tibet, and rejects China’s claims that Tibet has been part of China since “ancient times.” It also encourages dialogue between China and the Dalai Lama without preconditions and supports US efforts to coordinate with other countries to bring about a negotiated agreement on Tibet.

The Central Tibetan Administration welcomed the Act, stating on social media, “Resolve Tibet Act is now a law after US President Joe Biden signed on 12 July 2024. It helps the US counter misinformation from the PRC and support the rights of Tibetans.”

Students for a Free Tibet, an NGO advocating for Tibetan freedom and independence, praised the law for echoing the will of Tibetans. The NGO stated, “This law will amplify our ability to echo the will of the Tibetan people, especially those within Tibet, who have never accepted China’s 65-year illegal occupation of their homeland.”

In Dharamshala, a memorial event for Tibetan freedom fighter Tulku Tenzin Delek Rinpoche marked the anniversary of his death in Chinese custody. Speakers at the event urged China to free all political prisoners.
