Entrance Exam Malpractices Bill Introduced in Lok Sabha

In a significant move, the Public Examinations (Prevention of Unfair Means) Bill, 2024 was introduced in Lok Sabha on Monday. The bill, presented by Minister of State for Personnel and Training Jitendra Singh, aims to effectively deter individuals, groups, or institutions engaging in unfair means that negatively impact the public examination system. The legislation incorporates stringent provisions against malpractices, particularly addressing challenges of cyber security in competitive and entrance exams.

Key Provisions and Objectives

The bill proposes the establishment of a high-level technical committee to address cyber security challenges in public examinations conducted by the Central Government and its agencies. With a focus on transparency, fairness, and credibility, the legislation seeks to reassure the youth that sincere efforts will be duly rewarded, and their futures safeguarded. The proposed law covers exams conducted by prominent bodies such as the UPSC, Staff Selection Commission, and major entrance tests like NEET and JEE.

Enhancing Transparency in Examination Systems

The government has introduced several reforms to enhance transparency in recruitment and higher education admission exams. These reforms include measures like self-attestation, shortening the examination cycle, eliminating interviews for Group ‘C’ and ‘D’ posts, introducing computer-based tests, and issuing digital appointment letters through ‘Rojgar Mela.’ The bill reflects a proactive approach to address the adverse impact of unfair practices, such as paper leaks and impersonation methods, adopted by anti-social and criminal elements.

National Technical Committee on Public Examinations

Recognizing the increasing role of technology in examinations, the bill proposes the establishment of a National Technical Committee on Public Examinations. This committee will focus on developing protocols for securing digital platforms, ensuring foolproof IT security systems, implementing comprehensive electronic surveillance at examination centers, and formulating national standards for both IT and physical infrastructure.

Addressing Past Challenges and Safeguarding Future Exams

Many states have faced challenges, including exam cancellations, due to the impact of unfair practices. The bill aims to deter organized groups and mafia elements involved in solver gangs, impersonation, and paper leaks. By introducing this legislation, the government endeavors to create a more resilient and secure public examination system in India.
