Atal-Dulloo Appointed CS of J-k, Succeeds Arun Kumar Mehta
Atal Dulloo, a seasoned IAS officer, has been designated as the new chief secretary of Jammu and Kashmir, succeeding Arun Kumar Mehta, who is set to retire at the end of this month. The Ministry of Home Affairs has issued an official order confirming Dulloo’s appointment, effective from December 1.
The order states, “Consequent upon the superannuation of Arun Kumar Mehta, IAS, on 30.11.2023, and on repatriation from central deputation, Atal Dulloo, IAS, is hereby appointed as chief secretary, Jammu and Kashmir, with effect from 01.12.2023, or from the date of assumption of charge, whichever is later, and until further orders.
This issues with the approval of competent authority,” and was released on Wednesday.Atal Dulloo, a member of the 1989-batch IAS officers specializing in the Union Territories cadre of Arunachal Pradesh-Goa-Mizoram and Union Territory, is poised to take on his new role at the helm of Jammu and Kashmir’s administration.

His return to the Union Territories cadre follows a period of service as the secretary of the Department of Border Management under the Home Ministry, where he had been deployed after his repatriation from central deputation.
The Appointments Committee of the Cabinet gave its nod to Dulloo’s repatriation, acting upon the Ministry of Home Affairs’ request. With a wealth of experience, Atal Dulloo is expected to bring his expertise to bear on the challenges and responsibilities inherent in his new position as chief secretary of Jammu and Kashmir.
