UN Secretary-General Calls for Fossil Fuel Phaseout at COP28
UN Secretary-General Antonio Guterres emphasized the need for decisive action against climate change at the upcoming COP28 climate conference. In an interview, he advocated for a complete “phaseout” of fossil fuels, warning of a “total disaster” if current trends continue.
Push for Historic COP28 Statement
Guterres supports including language in the COP28 final statement that explicitly calls for reducing fossil fuel consumption, marking a potential first in COP history. The Glasgow 2021 conference mentioned coal, but Guterres argues for a more comprehensive approach, seeking a clear commitment beyond a vague ‘phase-down’ of fossil fuels.
Acknowledging the complexity of immediately halting fossil fuel usage, Guterres calls for an organized transition with a credible yet feasible timeframe. The goal is to align with the objective of limiting global temperature rise to 1.5 degrees Celsius.
COP28 President’s Unique Position
Addressing concerns about COP28 president Sultan Al Jaber’s ties to the oil industry, Guterres sees him as having a “special responsibility” to influence the fossil fuel sector positively. He believes Al Jaber’s dual connection to oil and renewables puts him in a position to advocate effectively for the phaseout of fossil fuels.
Focus on Renewable Energy Development
Guterres underscores the need to triple global renewable energy, proposing a “massive” global investment program, especially in Africa. The continent, despite having 60% of the world’s solar capacity, receives only 2% of solar investment.
The UN chief highlights climate justice as a crucial agenda, referencing the fund created at COP27 for compensating vulnerable countries. He urges meaningful contributions to this fund at COP28.
Maintaining the 1.5 Degree Goal
Despite the challenges, Guterres remains optimistic about achieving the 1.5-degree target, citing available technologies, capacities, and funds. He stresses the need for political will to redirect resources effectively and to realize the danger of the current trajectory.
The upcoming COP28 is positioned as a critical juncture for global climate action, with high expectations for concrete commitments and strategic initiatives to combat the looming threat of climate change.
