Sudden Demise of Caretaker CM Azam Khan
Caretaker Chief Minister of Khyber Pakhtunkhwa, Mohammad Azam Khan, aged 89, passed away on Saturday at the Rehman Medical Complex. The former bureaucrat, admitted to the intensive care unit a day prior, had appeared to be in good health, discussing plans with his nephew to visit Charsadda University just the day before his demise.
Legacy of Public Service
Azam Khan, a Barrister-at-Law from Lincoln’s Inn, London, served as the KP chief minister after the dissolution of the provincial assembly earlier this year. His extensive career included roles as minister for interior, capital administration, and development in the caretaker cabinet of ex-premier Nasir-ul-Mulk in 2018. With prior experience as the provincial minister for finance, planning, and development, as well as chief secretary from 1990 to 1993, Khan played pivotal roles in both federal and provincial governments.
Transition to a New Leaders
hipInterim Information Minister Murtaza Solangi assured a swift appointment of a new KP CM, dispelling speculations about a crisis. Emphasizing the clarity of the constitution, Solangi stated that, following Azam Khan’s demise, the governor, chief secretary, and the provincial government would continue their duties. Former ECP secretary Kanwar Dilshad, however, highlighted the automatic dissolution of the provincial cabinet and the role of the governor until a new chief minister is elected. The Constitution’s Article 224 would empower the Senate to intervene in case of disagreements in the selection process, ultimately ensuring a timely conclusion within a week.
Constitutional Ambiguity
Despite the outlined process, policy adviser Fauzia Yazdani raised concerns about constitutional silence regarding the death of an interim or elected chief.
