SC Inquires Government Action on Kavach Anti-Collision System Implementation in Railways
The Supreme Court summoned Attorney General R Venkatramani on Tuesday to present the Central government’s measures regarding the implementation of anti-collision systems, notably ‘Kavach’, aimed at averting railway accidents. Justices Surya Kant and KV Viswanathan sought insights into the actions undertaken or planned to ensure passenger safety.
In response to a PIL filed by Advocate Vishal Tiwari, urging a probe into the Balasore triple train accident in Odisha, claiming over 288 lives and injuring more than 1,000 people last year, the apex court directed the petitioner to hand over the petition to the Attorney General within two days. The case is slated for a hearing in four weeks.
The PIL specifically sought the implementation of the Automatic Train Protection (ATP) System known as the KAVACH Protection System in Indian Railways to enhance public safety. ‘Kavach’ operates by automatically applying brakes should the locomotive pilot fail to do so, thereby controlling the train’s speed.
Furthermore, the petition urged the formation of an expert commission, headed by a retired Supreme Court judge with technical members, to analyze existing risk factors in the railway system, propose safety modifications, and submit a report within two months to the court.
The tragic Balasore accident involved the Bengaluru-Howrah Superfast Express, Coromandel Express, and a goods train at Bahanaga Bazar Station, derailing 17 coaches of the passenger trains and resulting in extensive damage, as outlined in the preliminary report on the incident.
