The terms of Panchayats and Block Development Councils (BDCs) in Jammu and Kashmir are set to conclude on January 9. According to the Jammu & Kashmir Panchayati Raj Act-1989, the five-year tenure of Sarpanchs, Naib-Sarpanchs, and Panchs will officially come to an end on this date, as per the law governing their functioning.

Simultaneously, the BDCs will also wrap up their term on the same day, despite their elections occurring almost a year after the Panchayat elections. The J&K Panchayati Raj law specifies that the term of a BDC is co-extensive with the Panchayats of that block. While the Panchayat elections took place in November-December 2018, the BDC elections occurred on October 24, 2019.

It’s important to note that elections for Panchayats, initially anticipated in October-November 2023, faced delays due to various legal and procedural issues.

In the final week of December, the administrative council led by LG Manoj Sinha proposed amendments to the Jammu & Kashmir Panchayati Raj Act. These amendments aim to introduce reservations for Other Backward Classes (OBCs) in these institutions.
