The Ministry of External Affairs has refuted claims that India supplied artillery shells to Ukraine, following reports circulating in various news outlets and social media alleging that Russia had traced Ukrainian military shells back to an Indian source. Randhir Jaiswal, the official spokesperson of the ministry, emphatically stated, “We can categorically say that we have not sent any of these artillery ammunitions to Ukraine. We have not exported, we have not sent.” Notably, these reports were propagated by agencies associated with the Russian government.

India, since the onset of the Ukraine war in February 2022, has maintained a neutral stance and refrained from aligning with any particular side. Despite sending humanitarian aid to Ukraine and participating in conferences focused on the country’s reconstruction, India has chosen not to explicitly condemn Russia for its invasion. The nation has also continued to uphold its robust energy and defense ties with Russia.

New Delhi has actively engaged with both Russia and Ukraine. In December, External Affairs Minister S. Jaishankar concluded a five-day visit to Russia, concentrating on enhancing the trade balance and signing agreements related to nuclear power plants. Furthermore, Jaishankar recently held discussions with Ukraine’s Foreign Minister Dmytro Kuleba regarding the ongoing conflict.

In a social media post on platform X, Kuleba highlighted their conversation, stating, “My first call in 2024 was with @DrSJaishankar on Ukrainian-Indian relations. I informed my counterpart of Russia’s recent escalation of terror and mass air attacks, which caused civilian suffering and destruction.” Following the conversation, Jaishankar affirmed that the two sides discussed plans for bilateral cooperation, and Kuleba mentioned the intention to organize India-Ukraine inter-governmental commission meetings, which have not taken place since 2018.
