Jk Administration Instructs JDA to Address Staff Shortage
Facing a critical shortage of staff to manage operations across a vast expanse of 650 square kilometers, the Jammu Development Authority (JDA) has received a directive from the administration led by Lieutenant Governor Manoj Sinha. The aim is to identify and address this shortage promptly to prevent any disruptions in the ongoing work, according to officials on Saturday.
The JDA, responsible for administrative, master plan, building permission, and land conversion operations over the extensive 650 square kilometers, is grappling with a severe scarcity of staff in key departments such as town planning, revenue, and Khilafwarzi. This shortage has resulted in hardships for the public, officials noted.
Mandeep Kaur, Commissioner Secretary of the Housing and Urban Development Department, who recently assumed control of the department, issued a directive to the JDA authorities to urgently rectify the staff shortage. In a review meeting at the JDA, Kaur emphasized the need for identifying the minimum staff required, especially in town planning, revenue, and Khilafwarzi wings, and urged the authorities to make immediate arrangements to address the deficiency.
The town planning wing of the JDA, which once boasted a staff strength of around 30 employees a few years ago, now has only seven to nine employees, with just three of them possessing the technical qualifications to handle operations related to master plans, building permissions, NoC cases, CLU, and surveys across the expansive 652 square kilometers area spanning the twin districts of Jammu and Samba.
Notably, three senior officers, including the chief town planner, took premature retirement due to stagnation, with many officers and employees serving in the same positions for 15 to 20 years, officials revealed.
The revenue and Khilafwarzi wings of the JDA are also grappling with a similar shortage of staff, hindering their ability to address violations, illegal constructions, and conduct surveys in the vast area.
During the review of ongoing development projects within the JDA’s jurisdiction, Commissioner Secretary Kaur urged concerned officers to expedite all works for speedy completion. She emphasized the need to streamline the functioning of various departmental wings, ensuring they are more people-friendly and result-oriented. Kaur also stressed the importance of completing the master plan review exercise in a timely manner.
