Jammu Education-Department Embraces NCPCR Guidelines for Child Safety
The Jammu School Education Department has taken a significant step toward safeguarding the rights and well-being of children in the region. In a recent directive, they have instructed all Heads of the Department to adopt and fully implement the guidelines provided by the National Commission for Protection of Child Rights (NCPCR) manual in every school within the province.
Prioritizing Child Protection in Jammu Schools
As per the official order issued by Director School Education Jammu, Ashok Sharma, this directive applies to all Chief Education Officers in the Jammu Division. The directive emphasizes the NCPCR’s focus on upholding the universality and inviolability of child rights, specifically targeting the protection of children aged between 0 and 18 years.The order highlights the pivotal role played by a secure and safe environment in facilitating effective teaching and learning. It underscores that safety within schools is essential for the emotional, mental, and physical development of students.

Promoting Awareness and Implementation
To ensure the effective implementation of the NCPCR guidelines, the Directorate has instructed Chief Education Officers to disseminate NCPCR’s Manuals on ‘Safety and Security of Children in Schools’ among all schools, whether government-run or private. This initiative aims to raise awareness and ensure the guidelines’ full integration into the school system.
A Safe Learning Environment for Growth
A senior official within the Education Department emphasized the significance of a safe learning environment for children. Acknowledging that children spend a substantial portion of their formative years in school, he stressed the need for schools to provide secure, positive, and comfortable surroundings that support learning and personal growth. Such an environment is crucial for students of all ages, as it enables them to concentrate on acquiring the skills necessary for a successful education and future.
Comprehensive Guidelines for Child Safety
The issue of school safety has gained attention at all levels of government, from local to federal, with a focus on creating safe environments for children both at home and in schools. This encompasses protection from various threats, such as abuse, violence, psycho-social issues, natural and man-made disasters, fire, and transportation. Emotional safety is of particular concern, as it can be challenging for teachers and parents to detect emotional problems in children. Bullying, for example, can lead to lower self-esteem and daily stress, making a healthy and supportive environment all the more critical.In a significant ruling, the Supreme Court has emphasized the importance of school safety.
They stated that new government or private schools cannot receive affiliation unless they meet specific safety standards, including fire safety measures and earthquake-resistant structures. This decision stems from a tragic incident in Kumbakonam, Tamil Nadu, where 93 children lost their lives in a school fire.
The ‘Manual on Safety and Security of Children in Schools’ will serve as a comprehensive set of guidelines for various stakeholders, including Education Departments, Educational Boards, school staff, and students. It is expected to empower students with knowledge about safety measures, ultimately enhancing child protection within the educational system.
