J-k FFRC Warns Private Schools: Strict Action for Improper Admission Fees
The Jammu and Kashmir Fee Fixation and Regulation Committee (FFRC) has recently issued a circular cautioning private schools about the improper imposition of admission fees in contravention of the Jammu and Kashmir School Education Act 2002.
In an official directive, FFRC Chairperson Justice (Retd) Sunil Hali has instructed schools to refrain from levying admission fees that violate the provisions of the aforementioned Act. The order explicitly highlights that the Act strictly prohibits private schools from imposing any fee other than tuition fees, annual fees, transport fees, and voluntary special purpose fees, such as those associated with picnics, tours, and excursions. Additionally, private schools are explicitly barred from charging any other fee, including admission fees, under any nomenclature.
The statement issued by FFRC emphasizes, “Numerous complaints have been received indicating that several private schools are collecting admission fees in contravention of the Act. In the event that a school is found guilty of charging admission fees, it will be presumed to have applied the fee to all enrolled students, leading to potential action against the school management. The repercussions of such action may involve de-recognition or disaffiliation of the school.”
Furthermore, the order warns, “Should a school deny the imposition of admission fees but is subsequently discovered to have done so, the matter will be referred to the Central Bureau of Investigation (CBI) for a thorough investigation. If the CBI concludes that the school has indeed collected admission fees, appropriate action will be taken against the school management, potentially resulting in de-recognition or disaffiliation.”
