ED Raids Uncover Loan Fraud in Andhra Pradesh and Telangana
The Directorate of Enforcement (ED) recently conducted search operations across six locations in Andhra Pradesh and Telangana. The raids, part of an investigation into a loan fraud case, took place on November 29, 2023, as per the ED’s press release.
Investigation Under PMLA Act
The ED’s operations were executed under the provisions of the Prevention of Money Laundering Act (PMLA), 2002. The investigation focuses on a fraud involving the sanction of loans under the Kisan Credit Card (KCC) scheme, which was intended for farmers to construct fish tanks.
Seizure of Incriminating Evidence
During the searches, the ED officials recovered and seized various digital devices and incriminating documents. These documents are expected to play a crucial role in the ongoing investigation.
Origin of Investigation
The ED initiated this investigation following FIRs registered by the Central Bureau of Investigation (CBI) and Anti-Corruption Bureau (ACB), Visakhapatnam. These FIRs were filed under various sections of the Indian Penal Code, 1860, and the Prevention of Corruption Act, 1988, citing a large-scale fraud at the IDBI Bank, Rajahmundry Branch in East Godavari District, Andhra Pradesh.
Modus Operandi of Accused
The investigation revealed that the accused obtained KYC documents, blank checks, and other details from employees, farmers, and known individuals under various pretexts. Using these documents, they fraudulently obtained loans totaling Rs. 311.05 crore with the help of bank officials and valuers. The loan amounts were then transferred to the accounts of the accused or withdrawn in cash.
Utilization of Fraudulent Loans
The accused reportedly acted as loan aggregators and used the loan amounts for personal gains, including investing in businesses and acquiring properties in the names of family members and other individuals.
Recovery and Seizure from Raids
The ED’s searches at the residences and offices of the loan aggregators led to the discovery of digital devices and documents, revealing numerous assets acquired with the proceeds of the crime.
Ongoing Investigation
The ED’s press release confirms that the investigation into this complex case of financial fraud is still underway, with further developments expected as the probe continues.
