Monitoring the Swachhata Campaign
Union Minister of State, Dr. Jitendra Singh, launched the dedicated “Swachhata Portal” for the Swachhata Special Campaign 3.0. This portal, available at https://scdpm.nic.in, will serve as a monitoring tool for the Swachhata campaign.
Timing and Significance
Dr. Jitendra Singh highlighted the significance of launching the Special Campaign at a time when India is experiencing a surge in national pride due to the successful G20 Summit under Prime Minister Narendra Modi’s leadership and India’s achievements in space missions like Chandrayaan-3 and the Aditya L1 solar mission.
Four Primary Objectives Achieved
The Swachhata campaign, initiated by PM Modi in August 2014, has achieved four primary objectives under his leadership:
- Change of Work Culture: This has been evident in the flawless execution of hosting the G20 Summit.
- Digitization of Work: Over 90% of file work has moved online under the eOffice portal, aiding in the efficient management of government affairs, particularly during the COVID-19 pandemic.
- Optimal Use of Open Spaces: Several government departments have transformed unused spaces into productive areas, reflecting a commitment to efficient resource utilization.
- Archiving Culture: There has been significant progress in archiving files and documents, improving the overall organization of government records.
From Mission to Mass Movement
Dr. Jitendra Singh emphasized how PM Modi transformed the Swachhata campaign from a government mission into a mass movement embraced by the public. He noted that the success of this movement was primarily due to the change in leadership and a more focused approach.
Appeal to Citizens and Media
The Minister called upon all citizens, especially the media, to contribute to creating awareness about the campaign. The Department of Administrative Reforms and Public Grievances (DARPG) has launched a compendium of 300 Best Practices, which will be implemented by all government ministries and departments and widely publicized through media.
Whole of Government, Whole of Science Approach
Dr. Jitendra Singh emphasized that India’s recent achievements in space missions, such as Chandrayaan-3 and Aditya L1, demonstrate a “whole of government” and “whole of science” approach. He stressed the importance of adopting such an approach to tackle complex challenges.
Special Campaign 3.0 Details
The Special Campaign 3.0 will have a preparatory phase from September 15 to September 30, 2023, during which ministries and departments will identify pending issues and finalize campaign sites. The campaign itself will run from October 2 to October 31, 2023, with a focus on cleanliness (Swachhata) and reducing pending matters in government offices.
