CS Reviews Tawi Riverfront Project Progress and Urges Timely Completion
Chief Secretary Atal Dulloo made his inaugural visit to the Tawi Riverfront Development project site, overseeing ongoing and completed works by the executing agency. A subsequent meeting at the Civil Secretariat addressed key aspects of the project.
Accompanying Chief Secretary Dulloo were ACS Jal Shakti Department Shaleen Kabra, Commissioner Secretary H&UDD Mandeep Kaur, Divisional Commissioner Jammu Ramesh Kumar, Commissioner JMC Rahul Yadav, DC Jammu Sachin Kumar Vaishya, Chief Engineer I&FC/UEED, and other relevant officers.
During the visit, Chief Secretary Dulloo inspected the barrage site near the 4th bridge, scrutinized the project’s progress, examined drawings, and inquired about the final public dedication. Emphasizing the need for timely completion, he urged the acceleration of work and the formulation of decisions crucial for the project’s success.
Dulloo stressed the importance of designating an authority to oversee the entire project, including the real estate component. He recommended a comprehensive plan for the reclaimed land portions on both banks, emphasizing the enhancement of the overall project ambiance.
Addressing concerns about the adjoining warehouse, Dulloo called for a relocation plan in consultation with stakeholders. He advocated close coordination between Divisional and District administrations, as well as Jammu Smart City Limited (JSCL), for expeditious decision-making.
Chief Secretary Dulloo delved into real estate development aspects, urging approval of the land use plan beforehand for seamless future operations. He directed the completion of preliminary works within a month, emphasizing subsequent execution.
In the meeting, the CEO of JSCL and Chief Engineer I&FC provided updates on the project’s progress, highlighting its dual objectives of flood mitigation and recreational space creation. The project comprises construction and real estate development, with consultants engaged for both components.
The construction part involves developing promenades, diaphragm walls, retaining walls, anchor slabs, embankment filling, and interceptor drains on both banks and the central island near the 4th bridge. Real estate development includes creating recreational, residential, commercial, and green spaces on reclaimed land and the adjoining warehouse.
The project’s first phase entails laying a 7 km embankment from Gujjar Nagar Bridge to the 4th Bridge, forming an artificial lake from Bhagwati Nagar barrage to Bikram Bridge. Phase 1 costs Rs 194.47 Cr, with Rs 156.38 Cr allocated to embankment construction and Rs 38.09 Cr for amenities.
The meeting disclosed that the project’s overall physical progress exceeds 70%, slated for completion by June. Notably, against the target of 440 diaphragm wall panels, all have been completed. Key achievements include 7,04,000 m³ embankment filling, 3162 m retaining wall, 2188 m anchor slab, and 1780 m NP4 pipes laid at a cost of Rs 84.19 Cr.
Discussion during the meeting encompassed issues such as the diversion of 12 nallahs on both sides of the river, monetization strategy, proposed land use, lease periods, and the authority for real estate development, among other significant operational and management concerns.
