CIK Reveals JeM Network: Kashmir Terrorist Cell Exposed
Counter Intelligence Kashmir (CIK) submitted a detailed charge sheet to the National Investigation Agency (NIA) Court in Srinagar, presenting evidence against a Pakistan-based terrorist associated with Jaish-e-Mohammad (JeM) and three accomplices operating in the Kashmir valley, officials reported.
According to a police spokesperson, CIK filed the comprehensive charge sheet before the designated Special Judge under the NIA in Srinagar. The document outlines the involvement of a Pakistan-based terror handler, Abdul Rehman alias Riyaz alias Umar, and Jigar alias Ashfaq alias Luqman Ali, associated with JeM, along with three associates working in the Kashmir valley.

The accused individuals are identified as Junaid-ul-Islam, Sheikh Najmu Saqib, and Waseem Ferooz Sheikh, along with two juveniles who were also named in the charge sheet.This development underscores the steadfast commitment of security forces to counter terrorism and safeguard the peace and integrity of the Union of India, the official emphasized.
The police spokesperson stated that the case, FIR No. 06/2023, was initiated at Police Station CI Kashmir based on credible intelligence about the activities of the JeM terrorist module.
The charge sheet, filed under relevant sections of law, including U/S 153-A, 505, 121 & 120-B IPC r/w 13 & 39 UA(P) Act, highlights the group’s attempts to disrupt peace and challenge the sovereignty of the Union of India.The official explained, “The investigation exposed a sinister plot orchestrated by the Pakistan-based handler at the behest of ISI, creating a network of Over Ground Workers (OGWs) and using covert communication applications to recruit youths for anti-India activities.”
The accused exploited encrypted messaging platforms and social media applications to maintain secrecy, radicalize youth, and orchestrate acts of terrorism throughout the Kashmir valley.He further revealed, “The handler sitting in Pakistan, along with other accused persons, continuously attempted to create new terror modules by various methods, including instigation, enticement, and at times combined with implied coercion to act as logistics and terror agents with the intention to further terrorist and unlawful activities in J&K.
“During the investigation, it was found that some youths, after receiving seditious material from the handlers, did not show interest in working as OGWs and further radicalizing the youths of the valley.The investigation brought to light that the youths were enticed with promises of paradise after martyrdom, financial incentives, and glamorous lifestyles.
CIK emphasized the need for vigilance among parents and urged the youth to resist falling into the trap of such manipulative tactics.”After thorough investigation, the case has been proven against four accused persons under sections 120-B IPC, 13, 38, 39 UA(P) Act, including one Pakistan terror handler, Abdul Rehman alias Riyaz alias Umar, and Jigar alias Ashfaq alias Luqman Ali,” the spokesperson concluded.
