CBI Seeks Approval for Legal Action Against Ex-DG-Prison Chief and IAS Officer in Alleged Extortion Scandal
The Central Bureau of Investigation (CBI) has formally requested authorization from the Ministry of Home Affairs to initiate legal proceedings against former Director General of Prisons for Delhi, Sandeep Goel, and former IAS officer Mukesh Prasad. The two individuals are accused of illicitly extracting substantial sums of money from several “high-profile prisoners,” including the alleged con artist Sukesh Chandrashekhar, as per officials on Monday.
The CBI’s request specifically seeks the necessary sanction to proceed with filing a First Information Report (FIR) against Sandeep Goel, a 1989 batch IPS officer who was suspended by the ministry last year, and retired IAS officer Mukesh Prasad, who held the position of additional inspector general in Tihar. This mandatory approval under Section 17 A of the Prevention of Corruption Act is crucial for the central investigative agency to proceed with a formal inquiry into the allegations.

According to CBI officials, the accusations assert that Goel and Prasad collaborated with former jail minister Satyendar Jain to extort and receive a total of Rs 12.50 crore from Sukesh Chandrashekhar, who had been held as an undertrial for the past few years. The CBI contends that this money was extracted in various installments between 2019 and 2022, either directly by the accused individuals or through their associates, under the guise of “protection money.” The alleged purpose was to ensure Chandrashekhar’s peaceful and comfortable existence within the confines of the prison.
