Atal-Dulloo Welcomed at Srinagar Secretariat, Engages with Staff and Addresses Concerns on Debut Visit
Atal Dulloo, the Chief Secretary, received a warm welcome from hundreds of employees upon his arrival at the Srinagar Civil Secretariat today. This marked his first visit to the Secretariat since assuming the position at the beginning of the month.
A 1989 Batch IAS officer, Atal Dulloo has dedicated a significant part of his service to Jammu and Kashmir. With a wealth of experience, he has previously held key roles as the Administrative Secretary in crucial departments such as Health & Medical Education, Finance, Agriculture, and has also served as Deputy Commissioner in several districts of Jammu and Kashmir.
Before his appointment as Chief Secretary, Atal Dulloo served as the Additional Chief Secretary (ACS) in the Agriculture Production Department. Notably, he played a pivotal role in formulating the Holistic Agriculture Development Programme (HADP), aiming to bring about a revolutionary transformation in the agricultural sector with a substantial increase in farmers’ income.

Upon arriving at the Srinagar Secretariat this afternoon, the Chief Secretary was greeted by a large gathering of employees in the Secretariat premises, who escorted him to his office chamber. Subsequently, he conducted a tour of the Secretariat, engaging with employees from various departments. At this time, he inquired about their work and assessed the facilities available to ensure the smooth functioning of official duties.
Accompanying the Chief Secretary during his visit were high-ranking officials, including the Commissioner Secretary of Science & Technology, Commissioner Secretary of Food, Civil Supplies & Consumer Affairs, Secretary of Youth Services & Sports, Secretary of Tourism and Culture, Director of Estates in Kashmir, along with other senior civil and police officers.
During his visit, the Chief Secretary attentively listened to the grievances of several delegations. In response, he provided on-the-spot instructions for the resolution and prompt disposal of these issues, demonstrating his commitment to addressing concerns and ensuring effective governance.
