Amid RSS Registration Row, Karnataka Public Property Bill Approved by Cabinet

Bengaluru: After its latest Cabinet meeting, the Karnataka government has given the green light to the Karnataka Regulation of Use of Government Premises and Public Property Bill, 2026. This new law aims to establish a clear legal framework for how private individuals and organizations can use government-owned assets.

Speaking to the press about the decision, Home Minister Priyank Kharge emphasized that the proposed bill is designed to safeguard public assets and promote their responsible utilization. The legislation encompasses a wide range of government properties, including land, buildings, parks, playgrounds, and roads. Its core purpose is to curb unauthorized occupation, misuse, and damage to these valuable public resources.

The government explained that the bill intends to introduce a standardized process for obtaining permits for using public properties for various purposes such as events, meetings, and other activities. Furthermore, it outlines penalties for any violations or damage that occurs to government assets.

When asked whether the bill was targeting any specific organizations, such as the Rashtriya Swayamsevak Sangh (RSS), Kharge strongly refuted the claims. He asserted that the bill is not directed at any single entity and that the government has no particular institution, association, society, club, or NGO in mind. The focus is on creating a transparent and accountable system that applies to everyone.

According to Kharge, the legislation is about protecting public property for the good of the people while ensuring that its usage is properly monitored.

This announcement comes in the context of Kharge’s previous critiques of the RSS. Since 2025, he has raised questions about the organization’s use of government property and has called for them to register officially. In June of this year, he also called for more transparency regarding the RSS’s legal status, financial dealings, and constitutional accountability. The Karnataka Legislature will now consider the bill for debate and potential approval.
