    Jammu Kashmir Govt Constitutes Committee to Implement Whole-of-Government Approach for Ease of Living

    Government of Jammu and Kashmir has constituted a high-level committee to implement a Whole-of-Government Approach aimed at improving the ease of living for citizens across the Union Territory.

    According to Government Order No. 312-JK(GAD) of 2026, issued on March 11, 2026 by the General Administration Department, the committee will work on enhancing coordination among departments and improving the delivery of public services.

    The committee will be chaired by the Administrative Secretary of the Tourism Department. Members include Administrative Secretaries from the Finance Department, Housing & Urban Development Department, General Administration Department, Planning Development & Monitoring Department, Labour & Employment Department, Skill Development Department, Information Technology Department, Rural Development Department, and the Department of Law, Justice and Parliamentary Affairs.

    Additionally, the Special Secretary to the Government, Planning Development & Monitoring Department, will serve as the Member Secretary, while the Chief Executive Officer of the Jammu and Kashmir e-Governance Agency will also be a member of the panel.

    According to the terms of reference, the committee has been tasked with reviewing existing institutional mechanisms and recommending steps to strengthen coordination among government departments for planning, implementation, and monitoring of initiatives that impact citizens’ ease of living.

    The panel will also identify measures to enhance public service delivery, including simplification of procedures, reduction of compliance burdens, and improved access to government services. It will further examine current processes to streamline governance systems, eliminate redundancies, and promote citizen-centric administration.

    The committee will also suggest measures for integrating digital platforms, improving data sharing, and strengthening institutional coordination across departments. In addition, it will recommend a roadmap for adopting a whole-of-government framework aimed at improving outcomes and governance efficiency.

    The order states that the chairperson may co-opt additional officers or members if required for the effective functioning of the committee.
