In a surprising turn of events, the Supreme Court of India found itself delving into the pressing issue of the “stray dog menace.” This concern was brought to the court’s attention when a lawyer, Kunal Chatterjee, recounted a harrowing experience in his neighborhood where he was hounded and attacked by a pack of dogs. The incident took a toll on him, leaving him with a bandaged arm, which Chief Justice of India D Y Chandrachud couldn’t help but notice.
A Cry for Help: The Lawyer’s Plight.
Chatterjee’s encounter with the aggressive pack of dogs drew the Chief Justice’s concern, prompting him to inquire about the lawyer’s ordeal. The compassionate CJI even offered medical assistance, stating, “Do you need any medical attention? I can ask the registry to take you right now.” This gesture highlighted the gravity of the situation.
The Call for Court Intervention: Taking Suo Motu Notice.
Senior advocate Vijay Hansaria seized the moment to urge the court to take suo motu (on its own) notice of the “stray dog menace” prevalent in the country. The plea underscored the urgency and need for a comprehensive solution to this growing problem. The court seemed receptive to the idea, with the CJI responding, “We will see what can be done.”
A Glimpse into the Widespread Issue: Solicitor General’s Concern.
Solicitor General Tushar Mehta emphasized the seriousness of the stray dog menace by referencing a viral video from Uttar Pradesh. In the heart-wrenching video, a man’s son was bitten by a rabid dog and suffered a painful death in his father’s lap. This tragic incident served as a grim reminder of the risks posed by uncontrolled stray dog populations.
The Chief Justice himself revealed the proximity of this issue when he shared, “Two years ago, my law clerk was parking his car and he was also attacked by street dogs.” Such personal accounts further highlighted the urgency of addressing the problem.As the Supreme Court lent an ear to the concerns raised by lawyers seeking intervention to tackle the stray dog menace, it became evident that this issue resonated deeply with many. However, after deliberating on the matter, the court eventually proceeded to its scheduled agenda. Nonetheless, the dialogue initiated in the courtroom could pave the way for more comprehensive measures to address the issue in the future.
