Press Council of India Issues Guidelines for Journalists Covering Protests and Demonstrations
NEW DELHI, October 16, 2026 [VoM News]: The Press Council of India (PCI) has issued detailed guidelines for journalists covering protests and demonstrations, focusing on safety, professional conduct, impartial reporting and coordination with law enforcement agencies.
According to a press release dated October 15, the guidelines were adopted by the Council at its meeting on October 14 to facilitate effective journalistic work while improving the safety of media personnel.
Journalists have been advised to carry valid identification issued by their media organisation or applicable PIB/DIP accreditation and keep press identification visibly displayed. They should maintain neutrality, avoid participating in demonstrations or confrontations and comply with lawful safety instructions.
The PCI advised journalists to maintain a safe distance from confrontations, continuously assess crowd conditions and keep possible escape routes in mind. Media personnel covering potentially dangerous demonstrations have also been advised to carry basic emergency and first-aid supplies.
Newsrooms should remain in regular contact with journalists deployed on the ground, while freelancers should ensure a trusted person knows their location and assignment plan.
On reporting standards, the PCI stressed that verified facts must be distinguished from allegations, opinions and unconfirmed claims. Statements from protesters, organisers, police and government authorities should receive equal journalistic scrutiny.
The guidelines also caution journalists against publishing real-time police positions, tactical movements or escape routes where doing so could compromise safety or operational security.
