The Complainant’s Ordeal

In a significant development, the Jammu and Kashmir Anti-Corruption Bureau (ACB) made a noteworthy arrest in a bribery case. A revenue official, Patwari Hashim Amin Malik, was taken into custody by ACB sleuths. This incident highlights the ongoing battle against corruption in the region.

Allegations of Bribery and Property Dispute

The case began when a resident of Kupwara filed a complaint through the Anti-Corruption Bureau’s Helpline regarding a demand for a bribe by Patwari Halqa Bohipora Kupwara. The complainant, who was in the process of constructing shops on his private land, alleged that Patwari Hashim Amin Malik, along with other revenue officials, visited the construction site and confiscated his materials and equipment.

Moreover, the complainant claimed that the Tehsildar directed him to meet Patwari Hashim Amin Malik. During this encounter, Patwari Malik demanded a substantial bribe of ₹50,000 from the complainant, asserting that he would return the seized items and allow the construction to continue if the bribe was paid. After negotiations, the bribe amount was reduced to ₹30,000.

Seeking Justice and Legal Action

Faced with the daunting prospect of paying a substantial bribe, the complainant decided to take a stand against corruption. He approached the ACB and formally lodged a written complaint against Patwari Hashim Amin Malik, accusing him of demanding a bribe and requested legal action.In response to this complaint, the ACB conducted a discreet verification, which uncovered damning evidence. It was revealed that Patwari Malik and his team had confiscated construction materials and equipment, demanding further bribes to release them. As a result, a case was registered under Section 7 of the Prevention of Corruption Act 1988, and an investigation was initiated.

Arrest and Ongoing Investigation

During the course of the investigation, the accused Patwari Hashim Amin Malik was arrested on the spot while demanding a ₹30,000 bribe from the complainant. The payment was made through a middleman named Bashir Ahmad Mir. Bashir Ahmad Mir is currently evading arrest, and searches have been conducted at the residential house of the accused patwari.

The investigation is ongoing, with the ACB committed to upholding justice and combating corruption in the region. Cases like this emphasize the importance of reporting corruption and seeking legal action to ensure transparency and accountability in public service.
