Emerging Economies Play Key Role in Resolving Ukraine Crisis
External Affairs Minister S. Jaishankar acknowledged the pivotal role played by emerging economies in resolving the geopolitical deadlock surrounding the Ukraine war during the recent G20 summit. India collaborated closely with Brazil, South Africa, and Indonesia to break the impasse. Amitabh Kant, India’s G20 Sherpa, highlighted the relentless negotiations that took place, emphasizing the significance of emerging markets in the process.
Future Leadership Roles of Brazil and South Africa
Brazil is set to assume the Presidency of the G20 in 2024, followed by South Africa in 2025. Given their forthcoming leadership roles, their contributions in resolving the Ukraine crisis are notable.
Focus on Ukraine War in G20 Discussions
S. Jaishankar noted that substantial time was dedicated to discussing geopolitical issues, primarily centered around the war in Ukraine. He acknowledged the collective effort of all G20 member countries while giving special credit to emerging markets for their leadership in addressing these matters.
Consensus Achieved on the Delhi Declaration
G20 member countries successfully reached a consensus on a joint statement known as the Delhi Declaration during the Leaders’ summit. This declaration outlined a roadmap for addressing crucial global challenges, including debt relief, climate change, and the Ukraine war. Notably, the G20, which had been deeply divided on the Russia-Ukraine issue, managed to agree on language related to the conflict.
Resolution of Differences on Ukraine War Language
Prior to the Delhi summit, reaching consensus on the Russia-Ukraine war was elusive, with Russia and China opposing heavy criticism of Moscow’s invasion of Ukraine in February 2022. During the previous year’s Bali Summit, the joint declaration had included criticism of Russia’s actions. However, during India’s presidency, Russia and China resisted endorsing similar language. The Delhi declaration found common ground through milder language on the Ukraine conflict, avoiding overt condemnation of Russia.
Delhi Declaration Language on Ukraine War
The Delhi declaration reiterated the participants’ national positions and resolutions adopted at the UN Security Council and the UN General Assembly. It emphasized adherence to the Purposes and Principles of the UN Charter, calling on all states to refrain from the threat or use of force to seek territorial acquisition and to uphold the territorial integrity, sovereignty, and political independence of all states. The use or threat of use of nuclear weapons was strongly denounced.
The G20’s ability to bridge differences and find common ground on the Ukraine issue reflects the importance of international cooperation in addressing complex global challenges.
