A senior ED officer revealed that the fresh complaint, invoking sections 174 of the Indian Penal Code (IPC) and section 63 (4) of the Prevention of Money Laundering Act (PMLA), has been filed in the court of Additional Chief Metropolitan Magistrate (ACMM), Rouse Avenue Court. These sections pertain to the non-compliance of summons issued to an individual.

ED Files Complaint Against Kejriwal:Court Appearance and Allegations
Previously, a similar complaint was filed on February 3, leading the court to summon Kejriwal. Despite appearing virtually on February 17, he was exempted from physical appearance until March 16. However, ED officials argue that the court has not granted him exemption from facing the investigating officer. Kejriwal, in response, expressed his willingness to be questioned through video-conferencing after March 12, asserting that the ED’s summons were an attempt to pressure him into leaving the Opposition Indian National Developmental Inclusive Alliance (INDIA) alliance.
ED Files Complaint Against Kejriwal:Allegations Surrounding Excise Policy and Political Maneuvering
The ED claims that AAP leaders received bribes of ₹100 crore related to the 2021-22 excise policy. This policy, implemented in November 2021 but later scrapped, aimed to revitalize Delhi’s liquor business. One of the charge sheets states that the policy was Kejriwal’s “brainchild,” though he has not been named as an accused in any of them. Kejriwal alleges that the ED’s actions are aimed at breaking the alliance and forcing him out of the political landscape.
In the face of these legal developments, the ED’s pursuit of Kejriwal raises questions about the intersection of legal scrutiny, political maneuvering, and the ongoing debate over the excise policy.
