Manipur Government Enforces AFSPA Across State Amid Unrest
Disturbed Area’ Declaration*In a significant move, the Manipur government has declared the entire state as a ‘disturbed area’ under the Armed Forces Special Powers Act (AFSPA). This declaration, effective for six months, comes in response to the prevailing law and order situation in the region. However, it’s noteworthy that this status will not apply to areas within the jurisdiction of 19 specific police stations, including the state capital, Imphal.
Extremist Unrest Sparks Action
The decision to implement AFSPA across the entire state is a direct response to the escalating unrest fueled by violent activities perpetrated by various extremist and insurgent groups. The government believes that the deployment of armed forces is necessary to assist civil administration in restoring order and security throughout Manipur.

Protests Erupt Following Tragic Incidents
Recent events, particularly the kidnapping and brutal killing of two students from the Metei community by suspected armed individuals, have triggered a fresh wave of protests in Manipur. The disturbing images of the students’ bodies circulated on social media, prompting scores of students to take to the streets. They attempted to march towards the residence of Chief Minister N. Biren Singh. These protests unfolded shortly after the government lifted a nearly five-month ban on mobile internet services in the state.
Sensitive Assessment on the Ground
The government’s notification acknowledges the complexity of the current situation and the critical role of security forces in maintaining law and order. Given these circumstances, a detailed assessment of the ground reality is considered necessary before reviewing the ‘disturbed area’ status. The government emphasizes that making hasty decisions on such sensitive matters would not be appropriate.
Public Reaction and Continuation of the Status Quo
Recognizing the potential for resistance and public criticism following the declaration of the ‘disturbed area’ status, the government has expressed its commitment to maintaining the status quo in the designated areas. This move is aimed at ensuring that proper care is taken and that the situation does not escalate further.*
ustice for Victims
In response to the tragic killings of the two students, Chief Minister Biren Singh has assured that action will be taken against the perpetrators. The case has been handed over to the Central Bureau of Investigation (CBI), which has already dispatched a team led by the agency’s special director, Ajay Bhatnagar, to Imphal.
Initial Police Findings
The Manipur police, in their preliminary investigation, have revealed that the missing 20-year-old man and 17-year-old girl may have eloped on July 6. However, their attempt to flee led them into an area predominantly dominated by the Kuki community, where they were allegedly abducted and subsequently murdered.
