Delhi Cabinet Approves Bill to Guarantee Time-Bound Public Services, Penalties for Delays
New Delhi, July 15 [VoM News]: For the timely delivery of government services, the Delhi Cabinet on Wednesday approved the Delhi Right of Citizen to Time-Bound and Ease of Delivery of Service Bill, 2026, proposing a legal guarantee of services delivery.
The Bill includes penalties of up to ₹5,000 for officials responsible for unjustified delays.
The proposed legislation, which will replace the 2011 Right to Time-Bound Delivery of Services Act, must complete the legislative process before it comes into force.
Under the Bill, the Delhi government will notify the services covered, set deadlines for their delivery, and designate responsible officers. Officials may face a fine of ₹250 per day for delays, capped at ₹5,000, while arbitrary rejection of applications could also attract penalties.
The Bill also proposes a fully digital system allowing citizens to apply online, track applications in real time, and receive updates at every stage. If a service is not delivered within the prescribed timeline, the matter will automatically move to the Citizen Grievance Redressal Authority without requiring a separate appeal.
Each department will have a grievance authority to address complaints, while a new Delhi Right to Service Commission will oversee implementation, hear second appeals, inspect departments, and recommend action against negligent officials.
Chief Minister Rekha Gupta said the proposed law aims to improve transparency, accountability, and efficiency in public service delivery while reducing delays and repeated visits to government offices.
