Ministry of Home Affairs Reports Rs. 55,742 Crore in Foreign Contributions to 13520 NGOs

The Ministry of Home Affairs, in response to a query in the Lok Sabha, revealed that a total of 13,520 associations and Non-Governmental Organizations (NGOs) received Rs. 55,742 crore in foreign contributions during the last three financial years from 2019 to 2021. Union Minister Nityanand Rai provided this information in a written reply to a parliamentary inquiry.

Regarding the Foreign Contribution Regulation Act (FCRA) registrations and applications, the Minister stated that 1,615 applications for FCRA registration were received in the last two years (2021 and 2022). Out of these applications, 722 were granted registration, while 225 were rejected as of December 14, 2023. Minister Rai explained that the rejections were primarily due to non-compliance with the eligibility criteria outlined in the FCRA, 2010 and its associated regulations.

Elaborating further, the Minister emphasized that for organizations to accept foreign contributions, they must secure registration or prior permission under the Foreign Contribution (Regulation) Act, 2010 (FCRA, 2010).

This disclosure sheds light on the significant influx of foreign contributions received by numerous NGOs and associations in recent years, highlighting the necessity for compliance with the FCRA regulations for entities to receive such funding.
