Punjab Assembly Summoned for Two-Day Session
Punjab Governor Banwarilal Purohit has officially called for a two-day session of the state assembly, set to commence on November 28. This announcement, issued by the Punjab Vidhan Sabha secretariat, schedules the fifth session of the 16th Punjab Vidhan Sabha to begin at 2 pm. The decision follows the Punjab Cabinet’s approval on Monday to propose this two-day winter session.
Three Key Money Bills to be Tabled
The upcoming session is particularly significant due to the introduction of three crucial money Bills. These include the Punjab Fiscal Responsibility and Budget Management (Amendment) Bill, 2023, the Punjab Goods and Services Tax (Amendment) Bill, 2023, and the Indian Stamp (Punjab Amendment) Bill, 2023. This legislative action represents a critical step in the state’s financial and regulatory agenda.
Background of Assembly Sessions and Controversies
Previously, on November 15, Governor Purohit prorogued the budget session following a request from the Punjab Vidhan Sabha secretariat. This decision ended the ongoing tension between the AAP government and Raj Bhavan regarding the extension of the budget session. The initial session in March was adjourned indefinitely without being prorogued. Subsequently, a special session on June 19 and 20, viewed as an extension of the Budget session, led to the passing of four bills, none of which have been assented to by the governor, who labeled the June session as “patently illegal.”
Governor’s Stance and Government’s Counteraction
The Punjab government’s call for another two-day session in October as a continuation of the Budget session met with resistance from Governor Purohit, who deemed it “illegal.” In response to these ongoing disputes and the governor’s refusal to assent to the bills passed in the June session, the state government has escalated the matter to the Supreme Court, seeking resolution.
