‘Sagar Kavach’: Fortifying India’s Coastal Security

The Indian Coast Guard is set to conduct the coastal security exercise ‘Sagar Kavach’ in Kerala and Mahe on November 16-17, 2023. This semi-annual exercise plays a crucial role in assessing and enhancing the coastal security mechanisms of India. The primary goal is to evaluate the efficacy of standard operating procedures and reinforce the coastal defense system. ‘Sagar Kavach’ represents a collaborative effort that includes various national and regional agencies, ensuring a comprehensive approach to coastal security.

    Joint Efforts in Coastal Defense

The exercise showcases an impressive integration of forces and agencies. The Indian Coast Guard leads and coordinates this initiative, drawing active participation from the Indian Navy, Coastal Police/State Police, Intelligence Bureau, Customs, CISF, Department of Port, Department of Fisheries, DGLL, and Kadalora Jagiratha Samithi. The collaborative nature of ‘Sagar Kavach’ highlights the importance of unity and coordination among different security bodies in safeguarding India’s extensive coastline.

Strategic Operation and Role of Fishermen

During ‘Sagar Kavach,’ participating units are strategically divided into two factions: the Attack (Red) team and the Defense (Blue) team. The Attack team simulates attempts to infiltrate coastal areas from the sea, while the Defense team focuses on establishing robust coastal security surveillance to intercept and neutralize any such infiltration. This exercise also emphasizes the significant role of fishermen in coastal security. They are advised to report any unknown vessels near the coast, further integrating local communities into the national security framework.

Enhancing Coastal Security Through Regular Exercises

The effectiveness of ‘Sagar Kavach’ was evident in the previous exercise conducted in April 2023, where all simulated attacks were successfully neutralized by the Coastal Security Group (Blue Force). The regular conduct of these exercises by the Indian Coast Guard, in collaboration with all stakeholders, has been instrumental in synergizing efforts and ensuring a robust and efficient coastal security framework for India.
